Facility Survey-RCH Project 

Background

The Ministry of Health & Family Welfare (MOHFW), Government of India is implementing a Reproductive Child Health (RCH) Programme in the country. The primary aim of this Programme is to effectively bring all the RCH services within easy reach of the community. The Programme also aims to strengthen health infrastructure in terms of trained staff, equipment and supplies to enable the facilities to provide good quality RCH services. For this purpose, it is absolutely essential to obtain knowledge of the existing situation at different levels of health facilities in the country. A facility survey at district level will help in assessing the availability of trained staff, equipment and supplies and their utilisation at Primary Health Centres (PHCs), Community Health Centres (CHCs), First Referral Units (FRUs), and District Hospitals.


Objectives Of The Survey
The main objectives of the Facility Survey are as follows:-

i. To assess the facilities having critical inputs as per the norms under the project;
ii. To assess the availability of all critical items against the consignee list to be supplied by the district;
iii. Utilisation of facilities for providing the RCH services;
iv. Utilisation of (CHCs), First Referral Units (FRUs), as Referral Units;

Service quality assessment using appropriate outcome indicators at each level.


Coverage Of The Survey

1. Under this survey, it will be required to ascertain the health facilities existing in the different health centres under different systems in the district.

2. The health facilities will cover the availability of infrastructure facilities like type and condition of building, availability of electricity & water, medical & para-medical personnel, materials & supplies, machines etc. in a pre-designed schedule

3. For every district, the coverage will be the district hospital, sub-division hospital, Community Health Centres on census basis. The census of Primary Health Centres and sub-centres will be on sample basis as given by the TAC.

4. In every district, there are a number of dispensaries belonging to Indian system of Medicine and Homeopathy. The list of such units will be available with the District Health Authorities. These health units will need to be covered on sample basis for as per the TAC ascertaining the availability of all the facilities mentioned in point number (2) above.

5. A total number of 217 districts was covered in Phase-I of the Facility Survey. All the remaining districts will be covered in the second phase, covering one year period. The country will be divided into regions to participate survey operations


Difference in approach of Facility Survey in Phase II with that in Phase I

i. In Phase I a total of 217 districts have been covered whereas in Phase II, the districts covered will be 371.

ii. Under Facility Survey phase I, one district from each of large States, one Sub-Division of district from each of medium State and one block of district from each small State or the Union Territories every month was covered whereas in phase II the coverage would be one district from each of large States/medium State/small State/Union Territories.

iii. In Phase I in one district all the health institutions of district hospital/First Referral Units (FRUs)/CHC/PHC/ were covered whereas in phase II sub-centre will also be covered.

iv. In phase II PHCs and Sub-Centres in a district will be covered on sample basis whereas in phase I all the PHCs in a district were covered.

v. In phase II Institutions under ISM&H will also be covered.

vi. The cost estimates for Phase II will also go up significantly as compared to the cost estimates for Phase I.
